Boulder High students find that their ability to drive to school is constrained by limited parking on the school grounds and by parking restrictions in the surrounding neighborhoods. The usual proposals for addressing these issues are to provide more parking or to decrease the demand for parking. But it is hard to imagine how parking could be expanded at BHS, except, perhaps, by building a parking garage, and long experience makes clear that busing, bicycling, walking, and car-pooling are unable to dent students’ enthusiasm for the convenience of driving.
But there is another approach, one that was selected long ago as “the most viable candidate for a Substantial Transit for Boulder” (Boulder Valley Transportation Study: Final Report, January 1974). This alternative is personal rapid transit (PRT), a system of on-demand, small, automated vehicles on a network of separated guideways. PRT is “personal” in that each traveler has the option of traveling on his own schedule and in his own vehicle. PRT is “rapid” in that the vehicles wait at stops for riders rather than the other way around and when riders board the vehicle they are taken non-stop to their selected destination. PRT is “transit” in that the vehicles are immediately available for reuse by other riders. The truly exciting characteristic of PRT is that it works so well that studies indicate 30% of trips in the serviced area can be attracted to the system. That’s a lot of cars and a lot of parking demand removed from city streets.
With a small, inexpensive PRT station at Boulder High (perhaps even inside the building) commuting to school could become as easy as riding an elevator. Perhaps then even high-school seniors could be convinced that robust life is possible without full-time access to a car.
