Dear editor,
Cap and Trade and the infamous Smoot-Hawley Tariff Act have a lot in common.
Both are protectionist legislation enacted during times of great economic hardship. Both have the effect of delaying the economic recovery.
The Smoot-Hawley Act was signed into law in 1930 to protect domestic producers against foreign competition. Now Cap and Trade wants to protect the environment against foreign substances.
